Does the excavator only work where it say ! Boat Wreck or does it work at the sunken ships?

does 1 excavator work again or again or is it just 1 time use?

The excavators aren't like zip ties; single use. You can use them as many times as you desire. I believe as long as you are close enough to the shipwreck you can use it, regardless of exactly where you are on it. It will only work at marked shipwrecks; HM treasury shipwreck and boat wrecks.
