This could become a long post but i will try to keep it short. The idea behind it is that it will go hand in hand with another proposal about changes (additions) to dirty money. Please read both ideas as I will reference that with this.
Current drug sales economy is without a doubt 100% wholesale economics - you fill a 250kg/500kg van and you process it and you sell it for a profit. However - what if you wanted to make some sales but didnt have the time for a 2 hour+ run to do meth/coke etc. What if you wanted some quick cash in your pocket right now this minute. Retail sales!
Essentially you would use your phone to go on to an app (silk road/dark web) and you would request orders for houses to deliver drugs to. These would pop up in your map and you would go to the location (like the food delivery at the moment) and deliver an amount of drugs (less than 10kg) and you would be paid for this delivery in clean money. It would be significantly more than the wholesale price (say £1000 a kg) but it could give "clean" money (more on this in my other thread). There may well be a cooldown between jobs and maybe even different areas that you would/could request to sell in and maybe you could only sell certain products in certain areas? (this would then allow gangs to move in and temporarily take over an area in order to be able to sell their drugs).
All of this profit should not come without risk however. Any time you make one of these sales there should be an alert sent to the Police in order for them to be able to potentially come and make an arrest - this would then give the Police more RP and possibly some car or foot chases with the offender.
This could also open up other possibilities for some people to buy and sell wholesale amounts to each other. Someone like me who cant be bothered to fill my own vehicle with drugs could buy my product from another player at a rate suitable to both parties and could buy inventory loads at a time or larger and meet in car parks etc and pass the drugs across. This would then allow both parties to be rewarded financially for their efforts but also allow some more RP other than just the solo process that drug sales are currently.
In effect, the long term change in this is that some people would now become drug wholesalers and some people would naturally gravitate towards being drug suppliers. Both would be needed for the economy to run but it would give the police/NCA more variety in chasing down crime to arrest people and it would provide different criminals much more opportunity to vary their income and create new interactions between gangs. Some gangs may opt to try to control individual areas (hoods) for a day or two to maximise their profits in that area. Others may use different types of vehicle to move drugs around the city incognito. Others still may just stand on street corners selling what they have to the rest of the city.
It could mean that the "grind" of the current situation evaporates instantly as people have access to faster/easier/generally better and more RP friendly ways of dealing drugs and this can only be a good thing.
