I have heard that drug prices depend on the server and how many cops there are is that true?

 
cop count and where you sell, yes.

more cops, more reward

Kavala pays best, followed by Pygros ( i think) then the one by HM.

 
Once there are more than 5 cops online, you get the most money available e.g. 4 officers or below with a hemmet full of weed is around 700k, when you sell a hemmet full of weed with 5+ cops online, you get about 1.1 mil. It goes from Kavala > HM Drug Dealer (I think) then Pygros.

Dealer Prices

Kavala - 150% (50% more)

Kore - 100% (Full price)

Pygros - 75% (25% less)

Prices when cops online

Less than 5 cops online = 50% less + percentage increase of price of drug at what dealer you sell at.

More than 5 cops = 100% + percentage increase of price of drug at what dealer you sell at.

And to add on this of you get a skill called "drug dealer" or somethi g you can get 50% more if I remember it correctly. Not done a run in a fair few weeks
