You don't stop and continue to drive (trying to escape)

Then they shoot at your truck blowing it up

Not in my eyes, as long as they told you to stop.

If you drive off ignoring their commands, kinda gives them the right to shoot at you to try and stop you, even if you die in the process.

VDM is the act of using your vehicle as a weapon. 

Something such as: Running over someone or using your car to ram another car.

This is not VDM, If you would have ran them over you would be committing VDM. But if they tell you to stop and you ignore them they have the right to fire at you.
