Play the unban game where you guess if someone is going to get unbanned based on the unban request, I think I have about 95% success rate.

Quite interesting, I agree! You just have to emulate the mentality of someone sensible judging them:

1 - How severe was their offence and is it forgivable?

2 - Have they accepted responsibility for the mistake to not repeat it?

3 - Have they improved or demonstrated an attitude to redeem themselves?

4 - Has there been sufficient restitution for the mistake?
