Even though you've asked nobody to answer I'll do it anyway for anyone searching the same question looking for the answer, Dodgy Daves was created to improve Rebel life by rewarding the avid player with a option to buy higher calibre and other weaponary, although on launch t did remove weapons from the original Rebel License it also reduced the fast advancements of the average rebel in the efforts of reducing guncrime. With the Dodgy Dave license you gain the ability to pat a player down once restrained by using the windows key and thus roleplaying the removal of items which was often a pain for the unwilling victim to remove his items.
