This is an unmodded RP server. Therefore no. There an optional modpack in the announcements section of the forums if you wish to connect directly to the servers and see a few cool re-skinned firearms.

You will need the DLC in order to use go karts, Hurons/Taru helicopters, and the marksman guns. However you can play on the server without any of the DLC. You just will not be able to use the actual content.
