Full Description:
I read in one of the changelogs that when exploded / destroyed vehicles are parked, they are supposed to still be destroyed when they are taken back out (until the next restart). Recently, I recovered a destroyed taxi and parked it, when taken back out it was not destroyed and could be fully repaired as seen below.
In case this is not intended behaviour we didn't use the taxi until after restart again.

Unless you want me to explode the vehicle when it's pulled out there's no way to fix this.
