Decent PC Specs but bad fps

I have pretty good PC specs in my opinion, however I still find it difficult to achieve 60fps (or even 30) on most servers, moreso on altis life where I usually get 20-40 with huge stuttering. How can I achieve a stable FPS rate? And how can I increase my FPS in general? I usually change my view distance settings to 2000 on altis life, however I don't see a change between that and the default. I would be very happy if I could get 40fps with no stuttering constantly, however obviously higher is better. Any suggestions?

PC Specs: i7 4790k (not overclocked as of yet), 12gb 1600mhz ram, gtx 960 x 2 (SLI) [4gb VRAM each].

 
Now I'm no tech genius, in fact, I'm somewhat of the opposite...

But I have heard that if you are using SLI with two graphics cards, it doesn't run well with arma. 

If you are running your game on low settings, I suggest upping them to high, I know it sounds crazy... But by playing with graphic settings on high, this will shift the workload from the CPU onto the graphics card, seeing as arma is a very CPU intense game, it could be that your processor is being overworked.

yes i agree with Tampax, in my experience SLI doesn't end well with arma, i have the same CPU also mine is not overclocked and i have between 45-50 fps in cities like kavala and 60-70 on outskirts of towns, i believe my settings are on high and but i just optimized my game on GeForce experience so you could try to do that and see if that boosts your FPS.

While Arma isn't optomised for SLI, i don't think it would cause such huge FPS drops, though i suppose it is possible.

I would recommend you allow Geforce Experience to pick the settings it thinks are best, or try yourself in the ARMA video settings as it has an in-built FPS counter and put it on High/Very high and work your way down. If you enable to FPS counter in shadowplay (as it measures from the GPU, rather than the game itself) and see waht you get running around the Virtual Arsenal etc.

For a true elimination test of SLI - disable it in the nVidia control panel, and for good measure, physically remove the card from your PC to see if the framerate increases. However that's obviously not conducive to fun playtime.

I'll try that later tonight, however can I just mention that I used to have an i3 4170 and 1 GTX 960, and when I upgraded to the 4790k and SLI I didn't notice much, if any, FPS improvement in arma. With the specs I have should I expect to be getting at least a stable 40fps in the first place in Arma III?

Arma is a ticky one as it is not a well optomised game. As others have pointed out, depending on how the graphical options are setup, Arma will shift work between the CPU and GPU. It is a more CPU-heavy game than GPU. However with the same CPU as you I get a solid 60fps - albeit with a 980ti. However in Altis Life, with the higher number of objects, events and players to calculate in, that framerate can drop to 30s-40s if there's a lot going on in a particular area.

It's important that you enable the nVidia FPS counter and try it in a non-mp mode such as Virtual arsenal. If you're hitting 60fps or higher FPS at least there then it might be MP mode.
