So basically right when Cops take Civ's into custody and asks for their name. The Civ's gives them a false name, but the cops don't know that. The cops almost always responds with "There is no <Name> in our database". What is this database? Stats page or something?

They can check a list on the in-game phone which shows all the names which are wanted.

 
Be inventive with your RP. Don't just tell them you are Mr Smith. They have heard it before. Trust me. 

 
We sometimes refer it as our database, but sometimes it can be called our PNC, which means Police National Computer. This is basically where all information is stored on criminals i.e the suspect being wanted. 

 
We often say we have a database on our phones called the PNC where we can search a name given to see if they are wanted

Exactly what Vladic said, your biggest weapon on the island is your words, use a creative story and most likely the police will work with you in your favor, try to give them something they have never heard before and spark that amazing rp! Cops will listen to any bazaar stories you have! So don't worry if the story sounds dumb! that only makes it better!

PS: Im the master of stupid RP stories ;) I like to make ones about crocodiles and harvesting their urine for global trade ;)  Think of some good ideas!

 
Most people who give a false name are wanted. Some are keen to RP but sadly others see it as a quick easy way to get off with their many crimes without any actual RP. Some cops will accept the false name, others will try to RP it out using the PNC and other 'methods' which I won't divulge here :p

If you're role playing and making an effort, then there's a higher chance the cop will accept the false name without needing to see your ID but it also depends on the circumstances of the suspects arrest. 

Just don't over use it. Sometimes it's fun roleplaying going to prison 😆
