Crazy Server Lag?

Normally i can play the server completely fine. But then from around 5pm (UK) i can never seem to play fine and this goes on till around 1am (UK). But from then i can play fine. The server lag has killed me a couple times too. Including this latest moment here.

Just a random question. How come server 3 isn't online?

I think this is due to more people being online and doing more things. In the morning everyone is doing just simple a run or roleplaying a bit. In the evening people start robbing. Doing crazy things with friends. massive shootouts etc. So the server and everyone on it will be a little bit more laggy at those times.
