I can imagine if you would be able to pay someone elses council tax people would just get friends to buy houses for them to have multiple houses.

-1 that would be a bad idea, if you want to help a mate with tax just transfer them the money or leave it in a container in the house otherwise it would be like isak said people getting a mate to buy them a house, and I don't believe the PNC shows when you own keys to another one

And to the taking it from your account, if you did that you would almost never see a house up for grabs, how it is now if you get banned or stop playing you lose it after 2 defaults and it goes back into circulation

If it was auto, with my house and bank account I would be able to cover the council tax for 24years and 3 months before it would get repossessed, it would add more staff work having to check if the owner actually still plays and have to do alot of manual work

Srry but it works fine how it is now really
