Cops not wearing uniform

Recently, I have noticed that police have been rolling about without their uniform on. I didnt think this was a problem until today when I got initiated on by a naked man with a gun out, he looked alone and I assumed he was a rebel. When getting out I noticed police moving about and I was confused (didnt know who I could engaged) so I tried to drive off when I got shot by a cop.

If cops are on duty or especially in an operation they should not be allowed to take their uniform off in my opinion.
