What is a tilde key and what does the server used it for?

This is an old rule referring to a previous version of Arma, that allowed players to press the tilde key (~), and when pointed at a person or vehicle, would give them their name. The tilde key cannot be used anymore, as Bohemia Interactive, in one of their patches, removed it from the game.
