Hello @PCSO Connah

The reason for the vests disappearing is because to actually be able to have / buy the vests normally (outside of the Auction House) you are required to be a certain Prestige. If you're not then they just disappear. 

After looking into your specific case I've been able to figure out that you do not meet the requirements in order to purchase these items normally therefore today unfortunately I am going to have to deny this compensation request because it would fall under 'User Error' within our 'Compensation Request Criteria'
