City a greenzone?

I was robbing a person who was near an atm and he told me it isn't allowed to rob anyone in the WHOLE city because the WHOLE city is a green zone

Is this true?

Only the area outlined on the map as a greenzone is the greenzone.

Depending on what ATM you were at you might have been on the mainstreet bordering the greenzone, there are 3 ATM's in Kavala that are in the greenzone so it may be very likely you were in it at the time. However all of Kavala is not a greenzone.

It wasn't at kavala it was at pyros just at an atm there was NO green zone
