Id like to suggest adding a car chopping shop
The wreckers yard for example in south LS could be a chop shop for random NPC cars that are stolen by players (lockpicked or whatever). This would make the player between £3k and £20k for the high end vehicles stolen from vinewood hills. This is a kind of "gone in 60 seconds" vibe. You could steal and chop player cars also but all that happens is you get hardly any money and the players vehicle goes to the impound. Thiis way you can have RP with the player but not grief anyone. NPC cars are worth a few grand (dependent on the value) and the better ones obviously need to be collected from nice neighbourhoods.
This also alerts police potentially when they get stolen or chopped.
