Detailed Suggestion:
At the moment, the only way to obtain items in stores is cash. And the only way to (forcefully) obtain money from players, is if they have cash on them.
What I would like to see is Debit Cards that have a unique ID that is linked to an individual character that you physically have to have on you in order to access an ATM or to make a non-cash transaction in a shop, at the petrol pumps or at LS Customs. This debit card could also be stolen by another player, and used to make fraudulent transactions, however through the use of a mobile app, the card can be blocked or cancelled - stopping the card holder from making any transactions with the specific card.
Now the mobile banking app! This app will contain all the options for your debit card, as well as displaying your bank balance. Currently, you have to go to your "wallet" app, to view your balance. Within the app, you could have options to; make a balance transfer to another player; order a new debit card, which could take 30 minutes to be delivered to a local bank branch, where you have to collect it; temporarily block your card; permanently cancel your card, where afterwards you would have to order a new one. Mobile phone notifications could also be used to notify the card holder of transactions that have been made from their debit card.
The Debit Card (legal) - A physical item in one's inventory allowing them to access ATMs, make cashless transactions. Can be stolen by another player to make card transactions on the original user's bank account - sending any purchase notifications to the owner's mobile phone.
The Mobile Card Reader (legal) - This could be an item that a user could have in their inventory (such as vendors, taxi drivers, car dealerships, or private sellers) to make cashless transactions between one-another, also taking a fee (something like £100-£300 per transaction) Currently, this is done through the "wallet" app, to transfer an amount from one user to another. Again, mobile phone notification could also be used to notify the card holder that a transaction has been made from their debit card.
Card Skimmer (illegal) - Much like the card reader, this would be a tool criminals use to skim debit cards of an arbitrary amount, or to duplicate user's debit cards for malicious purposes. However there would be a chance (30-40% chance) that a notification would be sent to the card holder regarding a suspicious transaction, so the card holder can take action on their card.
ATM Skimmer (illegal) - Much like the card skimmer above, this would be a tool that criminals attach to ATMs to skim card details and enable the duplication of debit cards for malicious purposes - however notifications of transactions made with a duplicated card would still be sent to the original card holder. This would also obtain the PIN to the debit card as the card holder enters it at the ATM
The Duplicated Debit Card (legal, as a duplicated card cannot be identified as duplicated) - A physical item in one's inventory with another user's card UID on it, allowing the holder to make fraudulent transactions - again, sending any purchase notifications to the owner's mobile phone - can only be obtained by skimming the details with a Card Skimmer or ATM Skimmer - must be crafted using plastic sheets (and maybe some other things),
By implementing this feature it would allow users to make cashless transactions at stores, effectively manage their banking, and maintain the balance and risk of carrying either cash or a card on you.
