Hello, if I decide to change my name in-game, then will it create a new character? I don't mean in the role-play terms, but will it reset all my gold, licences, bounty etc. or will the same character stay?

No the profile is the same regardless of the name. As medics we change the profile name between our civilian and medic name.
Example:
I use Stealthee as civilian and use SUR. Stealthee as medic also yesterday I was playing as civilian with the name Mr. Red and the inventory stays the same.
Short answer is it doesn't matter if you change your name, the inventory, licences etc stay the same.
