Change bullet damage back to before the nerf

With the price of weapons and Bullets for 8 Bullets to the head to not put someone isn't realistic and the lack of fear from people who have guns pointed at them reduces RP quality.

Pros: more realistic, justifies the ridiculous difficulties for guns, increases RP quality. 

Cons: People with melee weapons get shagged

depending on if this round of changes stays or it gets altered again, prices probably will aswell
