Low level crime for "new" people. Easy to do and requires very little interaction. Effectively person goes to parked car, performs some sort of emote and gets a car stereo after 30 seconds of breaking in. They can then take said item over to the hifi store in Little Seoul (maybe only at night?) and sell them for some quick cash. Its low level crime and can get new people a quick hit of cash if they need it with almost zero risk (apart from patrolling police).
It may also give police some visible crime to "see" whilst out on patrol and it breaks the monotony of traffic violations and the higher end violent crime.
