Brief Summary:
Add personal cars keys and a hotwiring feature to the server.


Detailed Suggestion:
So the idea is that you are the only person you has keys to your own car, which can be given out to others if you allow them to use the car. Also this would stop people just locking picking cars and then driving off instantly as secondly to this suggestion, is that once you lockpick a car you would need to hotwire the car which takes some time allowing civilians and cops time to try and get there car back in before it gets stolen. The hotwire kits could be an item you need to buy before attempting to steal a car or add the ability to use screwdrivers and other tools to hotwire cars. 

The Pros: 
Adds another factor within RP situations.
Stops people stealing cars within 10 seconds.
 

The Cons:
I don't see any issues.


Does this suggestion change balance on the server ?

Am I not mistaken? We have keys for vehicles /givekey command are you asking for an expansion on this key system?

The hotwiring is something I am up for if you can answer the above question.

 
I am aware of the /givekey system. The reason I mention it was to back up my point of Hot wiring. I realise now that the wording on it wasn't the best. 

 
Think it would be good to have a key item generated when a vehicle is taken out of the garage.

take out car = inventory key item called the cars reg plate this way keys can be stolen by players rather then forcing hot wiring and adding 2 methods of taking the car, one quicker but harder and one slower but easier

We wouldn't need to add a key item, we already have our key system in place. So basicly the suggestion is to require vehicle keys to start cars, maybe not an awful and will make issues like leaving vehicles unlocked less of a trouble.

 
also could add system so local cars have either key in glove box or you have to hotwire. also should someone steal the physical key item off you they then have control over locking and unlocking car
