Can't see players on GPS

Does anyone know why I can't see other players, gang members/fellow officers, on my GPS?

I know some people can and some can't and was wondering if there was a way to fix this.

Well as a civilian you need the 'All seeing eye' perk other than that I can't help, sorry mate.

I suspect it's a bug. I had this problem and I don't think it's the perk thing because I don't have it and I could see my group members on the map a couple of weeks ago but now I can't even see my self on the map even with GPS and map in items slots.

You can only see names now, no more markers, because people were abusing the "roleplay markers"- you could see vehicles and people on the map
