I believe that you may be attempting to join a Whitelisted slot such as police NHS or Posdion. If you are not a member of those factions you need to join the purple slots for civs if you are in the Police, NHS or Posidon then you just need to either wait or ask the command to Whitelist you for your rank in the previously mentioned factions 

*Edit* I see you are attempting to join a Police slot/Blue slot as I said before you can only join a purple slot unless you are waiting to be Whitelisted for the cops

You need to join Civillian

Police, NHS and Poseidon are Whitelisted slots.
