On the left hand side of the slot selection screen, you should see a purple square, with "CIV" written under it. Click this purple square, then scroll down the list and find an empty civilian slot. Click this civilian slot.

To join BLUFOR, OPFOR or INDEPENDENT you have to apply.

OPFOR=Poseidon(Rebel Faction that controls half of the island.)
