Can you be banned from the server without a report on the forums?

Most definitly yes.

 
If you broke a rule and an admin happened to catch you doing it most definitely, same for if they check logs and find odd activities like money transfers

 
As other have said, yes absolutely you can. Staff can and will intervene if they happen upon a rulebreaker while they're watching over you all. I'm interested as to why you've posed this question though, especially given that you're currently banned...

Thanks you to everyone for the answer to this question, my own knowledge to the answer before was you get banned via the forums or if spoken to by staff so you understand the rule break(should of knew better for breaking such a basic rule). 

I posted this as I received a 24 hour ban C1.14, I put I will report you in the OOC if you don't come to discord did not know this was not allowed at the time. A staff member actually turnt up to the incident it was when I was on my new crim Colson Lake. It was actually dealt with on the side as I felt he broke IC multiple times. I understand the rule I broke and I am not allowed to do this.

Yea it's in the rules, threatening to report a player can get you a ban.

So useing OOC and saying come to discord or I'll report you, would be breaking the rules, you should just ask them to come to discord and if they ignore the request then move onto reporting it.

I guess it also stops things like "I think you broke a rule so give me  XYZ or I will report you"

I will suggest re-reading the rules though game and community ones, I do it sometimes just so I can make sure I don't get anything wrong

Reporting someone is always the last thing to do always try to resolve it in discord or TS, I know things can be frustrating sometimes but you still cant threaten someone with a report at the end of the day as sadly it can lead to a ban as its against the rules.
