Can police have/join gangs?

Pretty self explanatory. Do you need to have a different profile? I've seen people with the police forum tag start gangs, so I'm slightly confused...

Police can have or be in a 'gang' but cannot partake in illegal activity.

People in the police force need to stay away from illegal activities if they are caught doing illegal activities, they are taken out of the force. We can start/join gangs but we can't do illegal activities, so they usually stay to companies rather than a gang.

Just spawn as a civ instead of cop and you're good.
