Can anyone make Larry the Mute talk?

@Larry The Mute was born in the wooded alps of the French Swiss border, and never developed his vocal chords, or learned how to speak- he is a ferrel child in essence. Can anyone teach him to talk? Even @TNTManning tried but to no avail. If no solution is found, Larry will be put down.
