Bring back locals to Cayo Perico

Brief summary:
A few of the latest updates changed the density of NPC's around Los Santos, whilst most of this was for the better as it has given a much higher performance around most parts of the map, this lead to those that involve with the drug running to take a big hit as we are no longer able to grab local boats to get off the Island, meaning we have to use personal boats to get both to and off the island. This leads to all crims doing drug runs to take a bigger risk as we are no longer able to dodge the marina by using different routes that allow us to pass under the radar of police. Not only does this make it harder for us but it also takes away a big chunk of the RP immersion as it becomes more of a sit and wait game rather than feds actually having to seek out ways criminals use to dodge their drug patrols.

If we were to be able getting locals to roam on boats around Cayo once again it would give us that little extra bit to use to further the RP and bring more immersion to an otherwise very tedious and grindy aspect of the server. Giving those that can find a way around the feds to use that to their advantage, whilst also giving those on the federal side more of a challenge as they may at times need to investigae more and find other ways that crims use to get their packages collected without getting spotted by police.

The Pros:
Removes the waiting aspect of how police now can just sit and wait for a crim to return into the marina.
Makes it so feds can't find out who is drug running by simply checking the owner of a boat but actually have to catch the person in the act.
Furthers the ways crims can find ways to hide from the feds whilst doing drug runs.
Brings more ways to further RP by planning as to how you can hide/catch people in the act.

The Cons:
Possibly make it harder for people to catch others in the act of drug running, making it harder for those that want to rob people comming from the island or feds waiting to catch someone they seen going into the dock of Cayo Perico

Does this suggestion change balance on the server ?

Im kindof in the middle of this suggestion.

I think personally it is nice that the locals are gone there. It makes it more risky and longer than it used to. 

And it is annoying at time. There are many workarounds to this that you can already do. (Find out in RP)

I believe it would be better to add more boat parkings. Around the airport? Docks? Etc so there are more entry and exit points so the Tackle parking isn’t camped.

 
I haven't heard of any Police camping the marina? The only time police are there for long periods is when conducting trainings or are delayed but not heard of anyone camping it, far as I'm concerned if you're a boat just pulling into the Marina, thats it you're just some bloke with a boat unless you raise my suspicions. Can you give examples of how this has gone badly? Apologies, but I don't see how this is particularly bad? Can you please explain?

Opinion of myself not Police as a whole, senior or command etc

 
I haven't heard of any Police camping the marina? The only time police are there for long periods is when conducting trainings or are delayed but not heard of anyone camping it, far as I'm concerned if you're a boat just pulling into the Marina, thats it you're just some bloke with a boat unless you raise my suspicions. Well as it is right now you are more or less doomed if you are spotted doing anything whilst using your boat as it's super easy to connect it to you as a person, and at that point it becomes more or less of a waiting game as you now know the owner of the boat conducting said crime. And whether you allow the storm to "take" your boat back into impound or if you take the risk of going back to the marina that doesn't change the fact that you already have been spotted. Seeing as I am also one of those that have been searched by police for simply being on Cayo Perico it's not far from realistic that there are situations where you will be searched comming back from Cayo, and if that's with your personal boat it may end you up in even more trouble simply because you were forced into using it to conduct crime given the recent change.

I feel that the life of a criminal is at many times risky enough as it is seeing with how well equipped the police force right is compared to the criminal side, now this of couse is not a bad thing per say as it's given a force that works under the government will be well equipped to deal with whatever task they are assigned. But on the other side of the spectrum, how is it not realistic for criminals to be able using stuff other than a boat that have their name registerd on them? Using boats/jetskies that have been "planted" for drug use is not far from realistic and although a certain spawnpoint may not be the best way to go around it I feel like it's certanly better than being forced into using your personally owned vehicle to conduct crime.

I am partly with you as I don't mind it being a higher risk, given with the new phone and radio change that has also raised the stakes to a whole new level when combined with the local change, though I don't belive that making something already tedious as it is longer is the right way to go about it. I could in that case partly agree to your option as to adding more places to dock your boat around the map rather than just the marina. What you state is also true, there are many workarounds for this issue but not all of them are that effective and can in many times be tedious enough to where it's not even worth calling a fix.

Ped density itself doesn't affect performance much however, before the performance updates were done the ped density limit was broken and the limit was actually infinity (when it was supposed to be like 0.5) which I discovered when trying to work out why peds/vehicles had an insanely low spawn rate after Archie's changes. We are still looking into possibly increasing it further.
