Bounty Hunting

I was just wondering the rule the rule says : 

(8.1.1) Bounty hunters must wear the bounty hunter uniform at all times while on duty. Making an arrest without the bounty hunter uniform is against server rules (Punishment is a ban)

So does that mean that if I were to find out the person name in civilian clothing then go round the corner and change then make the arrest would that be ok ?

If you were a police officer in real life. Would you take of some uniform to get someones name and then go around the corner and poof appear with a uniform on?. 

I don't think it's allowed.

I personally would think that you still need to wear it at all time since it says: " Bounty hunters must wear the bounty hunter uniform at all times while on duty. "  I would think that you going "undercover" to get someones name and going around the corner would still count as you being on duty.
