If your chasing a bounty and he or shes in a car and refuses to pull over for a chat what are u supposed to do?

Are you the hunter or hunting the hunter?
If you are the hunter then either (with warning) shoot their wheels out, however expect to be shot back (don't just shoot them as soon as they get out the car, see if they're going to talk). This will probably end in your death quite a lot.
Or carry on chasing them till they get fed up and pull over or crash. Maybe even get a friend to spike strip the road ahead?
If you are hunting the hunter then do the above, it's all the same.
