I'll go out on a limb and take an educated guess, so this is only my own theory until somebody else chimes in and I'd wait for better assurance than just my word. My thinking on this would be yes, you would be allowed to arrest in the green zone, provided the normal rules are followed.
My reasoning for it is that the green zone is supposed to be a safe area from activities like being mugged, picklocking and anything illegal really, which is why weapons should be holstered. That said, this doesn't prevent police from carrying out our own duties like ANPR'ing vehicles, making an arrest when people do pull weapons etc and all the rest of it. However, the practicality of arresting somebody in a green zone might be tricky for bounty hunters as you aren't supposed to use your weapon or knock somebody out in the green zone, so really you only option there is if they voluntarily surrender to you.
