How can they work if cops get 0% from arresting people ? 

i mean i'v been told that they get nothing from even a ticket 

How can they earn bounty ?

A bounty Hunter gets the bounty, and a BH is not a cop, hes a civ.

Cops get a higher salery instead and gear for free.
