Bounty Hunters - Metagaming

Hi,

How is it possible for a bounty hunter to get someone without metagaming? I think there are a lot of bounty hunters metagaming.

You can buy information about their last known location from civilians (by using the bounty menu).  

You also get a picture of everyone on with a bounty, so that you can recognize them when you see them.

Edit: Actually I might be wrong about having a picture. Guess we'll have to wait for the official rules.

I think Obviously some metagaming is allowed, like reading the persons name. Unlike police, bounty hunters can't do routine checks or bother with people speeding. I don't think they should be allowed to RDM to down a target though, rather they should have to try some propper roleplay.

Funny, because what just happened was that someone was sent to jail, he was on the wanted list but if we catched him we'd give him a ticket.
