So, I've asked a few people on the server however nobody is able to tell me where I can buy a licence.

My questions is obviously; where can I buy a bounty hunter licence?

I looked there, couldn't find anywhere to buy one.

If you're unable to purchase it at bounty hunter HQ then it is a bug, that is where you are meant to be able to purchase it.

Create a post here http://www.altislife.co.uk/forum/158-game-server-issues/ - Try to include as much information as you can. If you include a video of you interacting with the NPC in the Bounty Hunter HQ it should help the devs to confirm the issue and provide a fix for it.
