Can i restrain people as a bounty hunter?

Yes, to do this you must first knock them down then taze them with the SHIFT-R

So you can taze them, then knock them down SHIFT-G  and then restrain them SHIFT-R or if you can and have the possibilty, knock them down and then restrain them so no need for the taze

Then you will move them to the nearest police HQ and send the person to jail for the bounty.
