Bounty Hunter Question

Hello everyone , I just joined this wonderful place and instantly loved the RP that this community has to offer. Everyone in side-chat is helpful , well you have them trolls but you can't escape them, but overall only good and helpful to new player people in side-chat. So let's cut to the chase:
I do realize RP is a HUGE part of this server and community, BUT after reading all the rules for everything I couldn't understand the Bounty Hunter rule about how to initiate a target and I wanted to ask  you to offer some good ways to not break RP and actually catch your targets. I'm confused by this rule just because you well know that no one is going to give his name to a bounty hunter and more than that no one is going to help a bounty hunter to get his target because overall bad people hate bounty hunters more than cops  (I would say it is a love hate relationship). So any experienced professional bounty hunter roleplayers please assist me and give me some good advices into getting someone to say his name without breaking the awesome RP that this server has.

Have in mind that I'm a new player so I'm looking to learn on improving my RP experience so no need for hateful stuff about my bad knowledge.

I forgot to mention I plan on playing only as a Bounty Hunter since I love the idea of it and I plan on making my money all based on my catches. That is why I'm asking this question.
