Not found in sea, the smugglers outpost is

The collection point is the blood diamond dump or something like that, it's found on the east side of the map just north of Pyrgos. 

The processor is about a 1km to the east of this and you sell at smugglers outpost which is out in the sea.

Blood diamond dump is where you find Blood diamonds. Then you go to the blood processor and sell it at smugglers outpost
