Being Able To Fix Broken Weapons

Now as police weapons/items can be broken, I was thinking if there isnt already there should be a special bench somewhere public but not open like the bench on the open of great ocean for people to be able to fix them but only if you have the skills like level 3+ of some level either like mining or smelting but it goes up as you want to do better weapons. Say 3 for pistols, tazers and batons. 4 For mini smg,micro smg and sawn off shotgun and max for main smg`s, AR`s and shotgun that kinda weaponry. I was thinking maybe have it maybe at the top of the smeltery up the stairs where you smelt things. But obviosly it will take alot to do like per weapon per class it could take maybe like 50+ steel and maybe one or 2 parts from the weapon itself to re build to use. Just wanting to hear peoples opinions as i havent found a bench yet to fix the weapons. 

Aswell as being able to fix normal weapons to balance it out after say like 500 shots+ of use to balance it between police and normal weaponry

-1 Already enough guns on the streets as it is, this aint GTA online and these gun control measures are a step in the right direction
