Arma 3 Update Paused / Disk Write Error

...Aaaannndddd another Q&A!

I log into Steam normally, load ARMA up, and it comes up with this: 

  Which is fine.

Then, when I try and load it up, it goes to this 

  I have tried restarting my PC and Steam, no luck. This is probably a basic thing that I should know, but I'm not an IT expert!

Run steam as administrator?

Yeah, it's pretty basic, don't play when updating the game. Let the download finish and then play!

disk is full, or it's trying to update resources which are in use (when playing the game), steam doesn't have permissions to write/modify the files, or the drive has actual bad sectors and steam cant write to it.

Yeah, but it isn't downloading at all. I played it yesterday, no download. I load it up today and it isn't doing anything. Noob alert but where do I check to see how the download is doing or how to unpause it?

right click on the game and manage downloads
