There is so much potential added to scenarios, if shooting from vehicles is allowed. But yes somebody will abuse it and it will get taken away 
Maybe a WLR / cop feature only ? (not to be used on civilians) Would add extra gameplay for people, and give people more reason to join either force.
No offense intended WLR, but I just see you as another gang, Im not saying you are, just not in my experience.
