does the Arma  3 Bundle DLC 2 isn't supposed to include the new DLC? Laws Of war?

Because I Have To Pay For Its Showing Me That I Have To Buy It?

It should include the DLC yeah. Do you mean when you go ingame and try to enter vehicles that it says you need to buy it? Or what's the case?

You need to download the required update. Since the dlc isn't yet installed. And that it says you didn't buy it yet is just some steam issue. I had it before too. For me it goes away after a few hours. But try and launch the game/force an update and see what happens!
