And i believe the rubber bullet gun will be "disabled" when a civillian picks it up, just turns into a normal MK20 lethal gun.

I picked up the gun from a cop though, and it was full of the tracer magazines.No.

And if you pick up the PDW from a bounty hunter and fire that at someone (if you're not a bounty hunter) you will find it does nothing at all to them. This can be useful for RP purposes if you wanted to simulate a firefight.
