Are ARAC allowed to take hobos along with them?

As a ARAC, is it against the rules to give a person without a license the uniform and take them in your car on a patrol? Or is it against the rules?

I personally dont see anything wrong with it. Just roleplay that he is your apprentice

I dont believe this is allowed because for example in real life the person would need a licence to show that they are fully trained in that job role
