How do I tow vehicles ?

Get the ARAC Tow Vehicle (Tempest Transport (Not covered) and take it to the Mod shop and upgrade it to the "ARAC Upgrade"), after that you need to take it to said vehicle you wish to tow, the target vehicle needs to be unlocked with nobody in it, you then load the vehicle by windows keying on the target vehicle. To unload the vehicle your truck must be unlocked and you windows key your truck, I think you also need to unlock your truck to load the target vehicle, but that one I'm not sure about.

Where do i buy the tow truck cause i couldn't find it at the arac shop?

You buy the tempest transport and take it to the mod shop and upgrade it there.

To load the vehicle onto the tow truck the tow truck does not need to be unlocked.
