Arac is a good licence in order to roleplay with same as the taxi licence 
But like Samat said you cannot sell it for the money back i'm afraid.

I would say keep the Licence as you did infact pay for it. You have the extra spawn location, ability to go on ARAC duty and get some quality roleplay from people! Remember everyone needs an ARAC member
