You go and buy the ARAC license ingame near the Airport, and then buy a ARAC car.

Hello, how can someone apply to the ARAC role? it seems like a fun thing to be.

Once you have £1m you can head to the airfield where ARAC are marked, you purchase the License and then you'll have access to the vehicle (Repair OffRoad) and the clothing (Uniform & Bag) from that point

Remember to be on as a civilian while trying this, as you are still in a civ slot.
