ARAC and Bounty Hunters - Can they go off-duty?

I am almost 100% sure of the answer, but i'd like to to make sure before I buy any licenses..

Seeing as ARAC members and Bounty Hunters don't have reserved slots when they join the server (like police and medics), are they able to go off duty and play as a civilian?

Yes. The outfit and you being able to purchase those vehicles are the only thing that makes you ARAC or Taxi, if you don't have the uniform on you're off duty.
