Any other way to get a wanted man as a bounty hunter

Is there any other way of finding a wanted man's name without just asking?

Nope, you've got to get it through roleplay - using any other means is metagaming 

Unfortunately it's pretty difficult to catch someone as a bounty hunter without witnessing them commit a crime. You're a complete idiot if you give someone in a bounty hunter uniform your actual name

Stand around in kavala for a long enough time, and you will automatically get the rights to upperhand someone  

(During this time, someone WILL do a crime you witnesses, and you can being him / her in on those grounds).
