Description of what happened: Jumped in as a student was getting out, was not able to lock the vehicle before he got in
What Rule Was Broken ?: Stealing Medical vehicle, RDM, VDM, NLR
Have you tried to resolve with the player before posting?: No

The theft
The RDM & VDM (Audio still bugging out, but gave him fair warning that he would be deported)
The NLR (I dont have this in consecutive video but There are 3 medics who are happy to testify)
